Public Administration

The state and the local authorities perform their tasks and provide public services via different types of organisations which all constitute Estonian public sector. Ministry of Finance aims to assure that the whole administrative organisation would be built systematically, and that the functions would be managed efficiently and in a modern way. To reach this aim, constant analyses and re-structuring to correspond to the current needs of society is needed.

Ministry of Finance leads necessary analyses and develops methodologies, guidelines, common priciples to advance to administrative organisation on a regular basis. 

The public sector – the public sector, is comprised of both the state and local governments' owned organisations and their staff. The largest part of the public sector (91%) is comprised of the government sector. 

The general government sector – the government sector includes non-market public sector entities that are financed mainly by a budget comprised of compulsory public payments. In Estonia, the government sector is divided into three sub-sectors: central government, local governments and social security funds.

Other public sector – in addition to the general government sector, the public sector includes enterprises that produce goods and services under public ownership (state or local governments)(e.g. Eesti Energia, Port of Tallinn, etc), which represent 9% of the total public sector. The Bank of Estonia is also part of the other public sector.
