The Monitoring Committee of the Estonian-Swiss Cooperation Programme


The goal of the Monitoring Committee is to conduct monitoring regarding the implementation of the cooperation programme and advise the Ministry of Finance on questions related to the implementation and steering of projects.

The Monitoring Committee’s tasks include:

  • monitoring the implementation of the programme according to the Framework Agreement;
  • monitoring the general progress and financial statements of the programme;
  • making suggestions to the Ministry of Finance;
  • approving the annual reports of the programme composed by the Ministry of Finance.

The Monitoring Committee will perform its tasks until the end of implementation of the Estonian-Swiss cooperation programme.

The members of the Monitoring Committee are:

  1. Mr. Ivar Sikk – (chairman) Deuputy Secretary-General of the Ministry of Finance;
  2. Mr. Ando Siitam – (vice-chairman) Head of the Structural and Foreign Assistance Department of the Ministry of Finance;
  3. Ms. Karin Viikma – Head of the European Union Payments Department (the Ministry of Finance);
  4. Mr. Lauri Lugna – Head of the Rescue and Crisis Management Department (the Ministry of the Interior);
    Substitute member: Ms. Tairi Haabu- Deputy Head of the Migration- and Border Policy Department (the Ministry of the Interior);
  5. Ms. Katre Eljas-Taal – Head of the Foreign Financing Department (the Ministry of the Environment);
  6. Ms. Ülle Näär – Advisor of the Development and Personnel Division of the General Department (the Ministry of Justice);
  7. Ms. Anneli Laansoo – Head of Foreign Co-operation Projects Division of the Department of Foreign Funding (the Ministry of Economic Affairs and Communications);
    Substitute member: Ms. Helena Hinto - Executive Officer of the Foreign Co-operation Projects Division (the Ministry of Economic Affairs and Communications);
  8. Ms. Irja Alakivi – Adviser of the Association of Estonian Cities;
  9. Ms. Janne Kendla - Head of the Finance and Property Management Department ESF Assistance (the Ministry of Social Affairs);
    Substitute member: Mr. Tanel Tomson - Chief Specialist of Finance and Property Management Department Foreign Financing Unit  (the Ministry of Social Affairs);
  10. Ms. Kadri Vider – Chief Expert of the Research Policy Department (the Ministry of Education and Research);
  11. Mr. Ott Kasuri – Executive Director of the Association of Municipalities of Estonia;
  12. Mr. Henno Nurmsalu – Head of the Rural Development Department (the Ministry of Agriculture);
  13. Mr. Klas Klaas – Vice Strategy Director of Strategy Office of the State Chancellery.

Where appropriate, representatives of Switzerland, other institutions and organizations can participate to observe the meetings of the Monitoring Committee.
